Allocation criteria

The Conseil determines the amounts allocated based on available funding, budgets submitted and eligible expenses.

The grant will be paid during the month following the announcement. To proceed with payment, the Conseil must have the grant recipient's social insurance number on file. In accordance with the tax laws in effect, grant recipients are required to declare the amount of the grant awarded. The Conseil issues a tax receipt to each grant recipient for tax purposes and forwards the list of recipients to Québec's Ministère du Revenu.

When the artist is unable to carry out part or all of the activity covered by the application, or a major change is made to the project, he must promptly contact the Conseil des arts et des lettres du Québec to make the appropriate arrangements. Should the artist fail to comply with this condition, the Conseil may demand repayment of the grant.

Repayment of the grant may be required on a prorata basis (based on the project’s degree of completion) in the following two situations:

The project being supported is not completed within a period of three years from the date on which the application was submitted.
The grant recipient’s death or disability makes it impossible to complete the proposed project.

For the component “Studios and residencies », in the event that completion of the project is prevented or jeopardized (e.g. due to a natural disaster, strike, war, terrorist threat, etc.) or if any other circumstances arise that could pose a risk to the artist's health or safety or that could lead the Conseil to conclude that the project will not be completed, the Conseil may, at its sole discretion, terminate the project at any time prior to the scheduled completion date and may end participation in the program by the grant recipient taking part in the residency outside Québec, as applicable.

For “Travel”, "Studios and residencies", “Circulation of Works Within Quebec” and “Circulation of Works Outside Quebec” components, the artist selected undertakes to comply with the applicable conditions and rules, whether communicated by the host organization or the institution overseeing the residency or posted on their website, as the case may be.

Grant holders acknowledge that they are responsible for obtaining from recognized insurers and maintaining in force the appropriate insurance policies, which must cover, in particular, liability and health care, since the Conseil does not assume any responsibility whatsoever in respect of grant holders. The awarding by the Conseil of a grant does not imply any liability on its part and grant holders alone are responsible for their actions in conjunction with the use of the grant.

The Conseil cannot cover expenses that are already supported under the auspices of another Conseil program or by any other organization.

The Conseil may not award a travel grant in respect of projects eligible under another of its programs nor award a travel grant pertaining to expenses already supported by a program of another organization, e.g. the Ministère de la Culture et des Communications, the Ministère des Relations internationales et de la Francophonie, the Société de développement des entreprises culturelles, the Office franco-québécois pour la jeunesse, the Canada Council for the Arts.

Grant report

Grant recipients undertake to complete the Conseil’s reporting form concerning use of the grant within a period of three months following the project end date specified in the application. The official project end date is determined by the candidate at the time of registration. To be eligible to submit a new application, candidates must have submitted all required reports and these reports must be approved by the Conseil.

This Grant Use Report must be produced within three months after the completion of the project. To be eligible to submit a new application, you must have submitted Grant Use Reports for all projects that have reached their end, and these reports must be approved by the CALQ. The official end date for the project is the date you set when applying.

Research results, in addition to any rights that the artist may now or hereafter hold to any works, specifications, drawings, documents, plans, reports, data, inventions, methods or processes carried out under the auspices of the program shall remain the property of the artist. However, the Conseil may reproduce certain of the aforementioned documents for internal management and promotional purposes.

Visibility and logo

Grant recipients must comply with the standards governing visibility and use of the Conseil's logo.

Moreover, in accordance with s. 57 of the Act respecting Access to documents held by public bodies and the Protection of personal information (R.S.Q., c. A-2.1) This link will open in a new window, the Conseil may make public the grant holder’s name and address and any information on the nature of the grant. Please note that the Conseil reserves the right to publicly announce its contributions. Before you make any public announcement in this regard, please notify the Conseil's public relations branch accordingly.

The outcome of a research project remains the property of the artist, as do any rights he may hold on any work, specification, drawing, document, plan, report, datum, invention, method or process produced in conjunction with the program. However, the Conseil may reproduce certain of these documents for the purpose of internal management.

Film and video art (except for the “Travel”, “Circulation of Works Within Quebec” and “Circulation of Works Outside Quebec” components) : Grant recipients must comply with the Regulation respecting the legal deposit of films as stipulated in the Act respecting the Bibliothèque et Archives nationales du Québec (R.S.Q., c. If the project leads to public activities (exhibitions, etc.) or to publication, the Conseil's logo or a mention of the Conseil's contribution must appear in all informational, promotional or publicity-related documents.

Subsequent eligibility

Failure to comply with any or all of these conditions may compromise the artist's eligibility if another application is subsequently submitted.
